Article Processing Charges from 1 October 2026

The Journal of Computers, Mechanical and Management is announcing a revision to its Article Processing Charge (APC), effective from 1 October 2026. This notice is being issued 4.5 months in advance of the change so that prospective authors can plan their submissions accordingly.

Summary of the change
  • Manuscripts submitted on or before 30 September 2026 (23:59 UTC): APC of USD 250 per accepted article.
  • Manuscripts submitted from 1 October 2026 onwards: APC of USD 1,000 per accepted article.

The trigger is the date and time of submission, not the date of acceptance. A manuscript submitted at 23:30 UTC on 30 September 2026 will be processed at USD 250 even if accepted in 2027. A manuscript submitted at 00:30 UTC on 1 October 2026 will be processed at USD 1,000.

The APC continues to be requested only after final acceptance. There are no submission fees, no review fees, and no fees of any kind charged before an editorial acceptance decision.

Tiered waiver scheme from 1 October 2026

From 1 October 2026, the journal applies a structured APC waiver scheme based on the corresponding author's institutional affiliation, using the World Bank country classification:

  • Authors whose corresponding-author affiliation is in a low-income economy receive a full waiver, applied automatically.
  • Authors whose corresponding-author affiliation is in a lower-middle-income economy receive a 50 per cent waiver, applied automatically.
  • Authors elsewhere may apply for a discretionary waiver on demonstrated financial hardship, evaluated case-by-case by the Editor-in-Chief.

The journal commits to issuing full or partial waivers to at least 20 per cent of accepted articles in any calendar year. Waiver decisions have no bearing on editorial decisions: handling editors and reviewers are not informed of any author's waiver status.

Why the change

The revised APC reflects the journal's coverage in Scopus, the operating costs of running an indexed peer-reviewed open-access journal, and the value to authors of indexed publication. The journal was accepted into Scopus in December 2025, with retroactive coverage of the journal's full publication history from 2022. The previous APC of USD 250 was set before Scopus indexing was secured and was below the operating cost of an indexed journal.

The journal commits to holding the revised APC of USD 1,000 stable through the end of 2028. No further APC changes are planned within that period.

What authors should do

Authors with manuscripts approaching readiness for submission may wish to plan their submission date with reference to the cutover. Authors are reminded that the journal's standards on originality, methodology, and reporting apply equally to all submissions, regardless of the date of submission.
